A BILL to amend article one, chapter four of the code of West
Virginia, one thousand nine hundred thirty-one, as amended,
by adding thereto a new section, designated section twenty-
three, relating to adding a jobs note to new legislation.
Be it enacted by the Legislature of West Virginia:
That article one, chapter four of the code of West Virginia,
one thousand nine hundred thirty-one, as amended, be amended by
adding thereto a new section, designated section twenty-three, to
read as follows:
ARTICLE 1. OFFICERS, MEMBERS AND EMPLOYEES: APPROPRIATIONS;
INVESTIGATIONS; DISPLAY OF FLAGS; RECORDS; USE OF
CAPITOL BUILDING; PREFILING OF BILLS AND
RESOLUTIONS; STANDING COMMITTEES; INTERIM MEETINGS;
NEXT MEETING OF THE SENATE.
§4-1-23. Jobs note required for all proposed legislation.
Beginning with the Legislature for the year one thousand
nine hundred ninety-four, each proposed legislation shall have a"jobs note" attached. The "jobs note" shall be completed by the
West Virginia Economic Development Authority and shall have three
possible answers which are:
(1) This legislation will increase private jobs_____
(2) This legislation will decrease private jobs_____
(3) This legislation will neither increase nor decrease
private jobs_____
NOTE: The purpose of this bill is to require a jobs note to
each new legislation indicating the probability, if any, of
increasing jobs or decreasing jobs.
